SOG 2-05 “TWO IN -TWO OUT” POLICY
A. Scope:
This operational guideline shall be utilized to comply with the OSHA “2 in 2 out” rule mandates that a minimum of two firefighters perform operations that are in an atmosphere that is immediately dangerous to life or health (IDLH).
B. Guidelines:
1. All firefighters engaged in interior, structural firefighting or any other hazardous or smoke filled environment must use full PPE and SCBA’s.
2. At least two firefighters shall enter the IDLH atmosphere and remain in visual or voice contact with one another at all times.
3.At least two firefighters shall be located outside the IDLH atmosphere.
a.One of the two firefighters located outside the IDLH atmosphere may be assigned to an additional role, such as the Safety Officer or Incident Commander.
b. The firefighter must be able to perform assistance or rescue activities without jeopardizing the safety or health of any firefighter working at the incident.
4. Nothing is meant to preclude any firefighter from performing emergency rescue activities before an entire team has assembled.
